Question:
Do they make a class 3 hitch for a 2012 Chevrolet Impala I have a electric wheelchair I will be hauling and was told by company I have to have class 3 to haul my wheelchair

They probably told you that because of the lower capacity for Class I and II along with limited availability for carriers that fit a 1-1/4" hitch. The only hitches available for your 2012 Chevy Impala are Class II like the # 36407 which has a tongue weight capacity of 300 lbs.
Assuming the weight of your wheelchair does not exceed this 300 lb limit, or the tongue weight capacity of your vehicle, it would be able to hold the wheelchair. You will also need to find a carrier that can hold the weight of the wheelchair and has the dimensions for it to fit. The weight of the carrier will also need to be factored in to make sure you don't exceed the capacity of your hitch/vehicle.
