will this cover fit a Dexter rv exhaust fan with the tabs on it ?

The Dometic FanTastic Ultra Breeze Trailer Roof Vent Cover # DMC38FR would fit over your Dexter vent as long as it's 14" x 14", but it will likely not work with the tabs. This vent cover utilizes mounting brackets that will connect with your vent's mounting screws. You'll have to pull four of the screws back up in order to get the brackets in place and then once you have everything screwed down will need to use some more self-leveling sealant # 34427034145-1 to cover over the screws.
