Will the Classic Accessories RV Tire Covers Be Removed When Driving?

I see in the description that it says will prevent the covers from flying off while going down the highway. Does that mean you dont remove the covers when you are transporting your camper from one location to another. I wouldve thought that you removed the covers prior to moving your camper.
