My P2 controller is flashing Er. Does this mean that the controller is dead?

It can either be sent into Tekonsha if it still falls under warranty otherwise you will need to replace it. You could consider upgrading to the Prodigy P3 # 90195 which has the more desirable easy to read LCD screen.
