Hello, I have a 2021 Ford Transit-250 without a tow package. I would like to add a tow package and brake controller but Ive been told that since the van was not originally equipped with the electronics I can not add them. Can you tell me if this is true? Thanks in advance,

Sounds like you talked to someone at a dealership. That could not be more incorrect you can definitely add the necessary wiring harnesses and a brake controller to your 2021 Ford Transit T-250 to tow a trailer.
Since you do not have the factory towing package you'll need to add two separate wiring harnesses as there isn't just one that will get you the 7-way connector you need to control your trailer's brakes. The first one is the Curt T-Connector Vehicle Wiring Harness item # C56327. This harness is custom fit and plugs into existing wiring behind your Transit's rear tail lights. It will provide you with a 4-flat connector.
The second harness you will need is the Universal Installation Kit item # ETBC7. The kit includes a pre-wired 7- and 4-way trailer connector that mounts easily at the rear of your vehicle with an included bracket. This kit is designed for use on a vehicle with an existing 4-way flat trailer connector and plugs directly into it. Then you will need to run a power wire, brake controller wire, and ground the connector with the included wiring.
For a brake controller, I recommend the Redarc Tow-Pro Liberty Trailer Brake Controller item # RED24FR. This is a proportional brake controller that automatically adjusts your trailer's braking based on the deceleration of your Ford. The Liberty has a unique installation method where the main unit is concealed behind your dash and the only part visible is the control knob.
You will need the Universal Wiring Harness for Redarc Tow-Pro Trailer Brake Controllers item # RED69FR to complete the installation, since your Transit does not have the tow package.
The Draw-Tite Trailer Hitch item # 75912 you were looking at is confirmed to fit your 2021 Ford Transit T-250. It is custom fit and bolts to your Ford with included hardware.
To round out your towing setup I recommend the Curt Towing Starter Kit for 2" Hitches item # C45534. This towing kit will provide you with a 2" ball and a fixed ball mount with a 3/4" rise and 2" drop. It also includes a hitch pin and clip, hitch receiver lock with keys, hitch cover, and a storage case.
