Which front mounted receiver hitch will work with a 2018 Ram Rebel 4x4 and allow me to retain tow hooks? Will I hav to cut into the factory skid plate?

Yes the Draw Tite front hitch part # 65062 that you referenced does fit your 2018 Ram Rebel 1500 4x4 and will allow you to retain your tow hooks. You would need to cut into the skid plate as well.
