Closest Part of Swagman E-Spec Bike Rack When Folded Up

Question:
I have a fifth wheel Rockwood 28888ws with a luggage rack installed from the factory, which is sticking out a little from the bumper. Would I still able to fold this bike rack when it is not in use?

I can give you the dimensions to determine if the Swagman E-Spec Bike Rack for 2 Electric Bikes # S94FR will be able to fold up, but we have no way of knowing outright.
From the center of the hitch pin hole to the closest part of the E-Spec # S94FR is 10-1/2 inches.
