License Plate Location on Rola Enclosed Cargo Carrier

Question:
If you mount it on a Dodge Grand Caravan and put the licence plate on the back with the light then this is legal but if you tilt it up the licence plate is no longer visible, what do you advise for this please.

That is an interesting issue. What I would do is use a secondary bracket for the plate, # LP15SB. You could secure it to the underside of the tray so when folded up you will have a bracket there. Or you could attach a bracket with a light, # LPL55CB, and splice the light into the same wire used for the light on your Rola carrier.
A quick and dirty solution would be to bungee cord it to the carrier with some bungees like # EM06664 which is 19" . That may not be pretty but it would work.
