The trailer hitch I recommend for a 2017 Ford F-350 is the Draw-Tite Trailer Hitch Receiver part # DT45508 which is a fit for all models whether you are replacing a factory hitch or just adding one yourself. It has a class v rating with 2-1/2" opening so you'll be able to take full advantage of the vehicle's max towing capacity. It features a bolt-on fit with no drilling or welding required.
In regards to the mounting hole dimensions, these aren't perfectly square on the frame left to right so depending on which set you measure, you could get different values. That said, the measurement you provided does match up with one set of holes on the hitch so you can be confident it is a direct fit for you.
