Will part number RM44ZR work with a 2023 Chevy Tahoe?

Yes, the Roadmaster Crossbar-Style Base Plate Kit # RM44ZR will fit your 2023 Chevy Tahoe as long as it's the Z71 4WD model and doesn't run on diesel.
If you don't have the Z71 then you need the Kit # RM27VR instead which fits a 2023 Tahoe that's 4WD but doesn't have the brushguard. This one will work okay if your Tahoe runs on diesel.
For a complete flat towing setup you will need a base plate kit, tow bar, safety cables, vehicle tow bar wiring, a supplemental braking system, and possibly a high-low adapter. If you do not have all of these components just let me know and I can make some additional recommendations for you.
