2013 toyota highlander limited has 19 inch full size spare tire. Will it still fit and allow me to keep spare?

Yes, your full-size 19 inch spare tire will be able to remain in place, and the etrailer hitch will indeed fit your 2013 Toyota Highlander with that size spare. The correct part number for your Highlander is the following:

- etrailer Trailer Hitch Receiver # e98858

I have added a photo for you of the # e98858 installed on a '13 Highlander with a full-size spare (your wheel may look a bit different depending on model though), so you can see that it does stay on.

The only other thing I wanted to mention, in case you planned to do some towing with your Highlander and needed a 4-flat trailer wiring harness, is that the correct fit for your vehicle is the T-One Vehicle Wiring Harness with 4-Pole Flat Trailer Connector # 118449.
