I have a bike rack receiver that is a 2inch exterior and 1 5/8foot interior female end I want to add a small cargo carrier to it that carrier has a male end 1/3/4inch stem.

What you listed having is not a standard hitch size so we don't have a hitch adapter for it. While I don't know what bike rack you have most likely it is not made for a cargo carrier to be added.
If you would like to hold 2 bikes and carry cargo, I recommend the Yakima EXO Swing Away 2 Bike Rack w/ Cargo Carrier - 2" Hitches # Y54ZR.
