I just got home and my propane tank was empty. Im new at this so I dont know if its the regulator Im going to be describing or not. The round thing I turn from tank to tank that is green when full and red when empty is still showing red when I tried to turn on the full tank. I have a tankless hot water heater and it is showing an E1 error code. I dont know what to do at the moment. Can I leave everything like it is until morning?

If your tankless hot water heater is the Fogatti RV Tankless Water Heater # LSB64FR then the E1 error code is indicating an ignition failure or accidental flame off during ignition. Which would make sense given your issues located near your propane tanks.
It sounds like you are describing a change over propane regulator and given the issues you are describing it sounds like you have a bad regulator. The Automatic Changeover RV LP Gas Regulator # 37207-30395 is going to be a great replacement option that will have the green indicator that switches to red when the tank needs to be refilled and automatically switches tanks when the first tank runs empty.
Because it is most likely a bad regulator it could be leaking gas. I would shut off your tanks until you can get it repaired/replaced.
