The Curt Q20 5th wheel hitch says its adjustable from 13inch to 17. Is this measured from the bed of the pickup to the top of the plate? And if I use this hitch with the Curt X5 part number 16310 will it add additional height to the hitch?

When measuring the height of a 5th wheel hitch it would be from the top of the truck bed corrugations to the top of the head. The Q20, # C16130, is height adjustable from 13 to 17 inches. Since the X5, # 16310, sets in a gooseneck ball hole but the rails would be no higher than regular rails, it does not add height.
To get the proper height setting you would need to know the distance from the top of the bed side rails to the bottom of the trailer overhang. You need 5 or 6 inches of space to be safe so adjust the hitch and/or pin box height accordingly.
