Is this a good cover for winter outside storage in northern Wi ? 2005 Palomino stampede 23SL hybrid travel trailer. Any other recomendations? Thank you!

The length of your 2005 Palomino Stampede 23SL is right at 24 feet so the best travel trailer cover for winter weather climates would be the Adco AquaShed part # 290-52272 which is the correct size, offers the best winter protection, the easiest install, and has zipper off panels to allow access to the side doors of the cover.
