I am going to buy a 2-bike platform rack that will be used with a 1 1/4 and a 2 inch hitch. The Swagman XTC-2 S64670 and Hollywood HR1000 are similar and I am undecided on which to buy. Please comment on quality, side-rock, features, etc. Your input is appreciated.

Many of the platform style bike racks are similar. In terms of overall quality and performance, the Swagman XTC2, # S64670, is my top choice when compared to the Hollywood Racks Sport Rider, # HR1000Z. Apart from the same basic design these two racks do have some key differences. First, the wheel hoops used on the Swagman have rubber straps which are durable and protect the bike wheels. The straps used on the Sport Rider are Hook-and-loop straps (similar to Velcro) and can fray over time.
The other key difference is the hooks. Both are ratcheting, padded hooks, but the Swagmans are higher quality.
The Sport Rider offers more clearance than the XTC2. It is 12-1/2 inches from the center of the hitch pin hole to the nearest wheel loop. On the XTC it is 8 inches. Both hitches feature a threaded hitch pin to reduce movement of the racks in the hitch but the Sport Rider also has locks in the ratcheting hooks to lock the bikes.
The racks weigh nearly the same so I would not say one has the advantage over the other in that respect. But the Sport Rider has a higher capacity at 50 pounds per bike compared to the XTCs 35 pounds per bike capacity. I have included links to video reviews for you.
The XTC is one of the most popular rack options we carry and is very much a yardstick with which to compare similar racks. Because of its track record I would go with the XTC.
