The Curt # C13094 is a confirmed fit on the 1992-1995 Toyota 4Runner. This hitch will not fit your 1994 Toyota Hiace.
Unfortunately we do not have any custom hitches for your vehicle. The best solution I can offer is the Curt Adjustable Width Trailer Hitch Receiver for RVs, 22" to 72" Wide # 13703. This hitch will fit the measurements you provided and will require a weld on installation. It can also be bolted to the frame but that will require drilling.
If you plan on doing some towing, I recommend the Curt Vehicle Wiring Harness with 4-Pole Flat # C58044 for your wiring needs. You may also want a circuit tester like the # PTW2993 in order to find the correct wires to connect to. For a ball mount, I recommend the etrailer Ball Mount Kit for 2" Hitches # 989900.
