I have 2 other questions related to this hitch and this vehicle: Is there a wiring harness kit that will give me a 4 flat AND the 7 prong receptacle? I see tongues available for this hitch, like one inch down or 3 inch down. Can these same tongues be flipped 180 degrees to be used as a 1 inch step up or a 3 inch step up? Is this true of all tongues you sell, can the be safely flipped 180 degrees and be used the opposite way to rise or lower the ball height?

Yes, the Draw-Tite Trailer Hitch Receiver # 75912 you were looking at is confirmed to fit your 2016 Ford Transit T250 with the high roof and 148" wheel base you mentioned.
This hitch has a 750lb tongue weight rating and 5000lb trailer weight rating or an 800lb tongue weight rating and 8000lb trailer weight rating if using a weight distribution hitch making this a perfect option for carrying a bike rack, cargo carrier, or a ball mount to tow a trailer.
If you are planning on towing a trailer you will need a vehicle wiring harness # C56327. You can add the # ETBC7 Install kit if you need a 7-way.
In addition you will also need a ball mount, hitch ball, and hitch pin and clip which can all be found in the etrailer Ball Mount Kit # 989900.
