The Westin Fey Diamondstep Bumper # 61000-95500 can have the license plate lights replaced using the Replacement License Plate Light Kit for Westin Bumpers - Chrome # 00007153. There are some other available kits that would work as well that I've linked to this answer for you to check out if you'd like.
