Can this product be mounted to a 4×4inch steel rv bumper which is welded to the frame?

Yes, the Swagman XP - 4 Bike Rack # S64940 can be used with a 2-inch hitch (welded or unwelded) on your 2013 Forest River Wildcat eXtraLite Fifth Wheel.
If you need a hitch receiver that is compatible with the XP, I recommend the Buyers Products RV Bumper Receiver Hitch # 337RVA24. The RV Bumper Hitch is constructed with carbon steel and will fit a standard 4" or 4-1/2" square tube RV bumper.
