Question:
recommend solution to my problem. Bolt holes are too small for 10m 1.25 bolts that came with the hitch

The best and fastest way to clean out rusty weld nuts where a hitch installs on a vehicle frame is with a thread tap. This is a very common issue and the problem is that dirt and rust accumulates in the weld nuts making it seem like the bolts are too big to fit but in reality the weld nuts just need to be cleaned out.
