Question:
I have 1998 Honda Civic EX and am contemplating purchasing the Swagman XC S64650 along with the dra tite 24677 and anti rattle lock S64029. I have had it with the trunk strapped bike racks as they tend to move their positioning. are these items compatible for my Civic. Also, I service the car myself and when I jack the rear of the car, I position the jack on the rear hook. once I install the hitch, can I still use this are rear hook, now covered by hitch as the jacking point? Thanks!!

All the part numbers you mentioned will work great together and on your 1998 Honda Civic EX. The # 24677 Class I Draw Tite hitch would be an excellent choice for a hitch on your vehicle and the Swagman XC # S64650 that you referenced is compatible with Class I hitches so it should work well for you.
The Locking Anti-Rattle, Threaded Hitch Pin # S64029 will also work with the XC bike rack and would do a great job to reduce movement of the bike rack in the hitch.
I did some checking and it looks like you could use the center portion of the # 246777 that is under the tow hook as a jacking point. The reason is because it attaches securely to the tow hook which I confirmed as a recommended jacking point for your vehicle.
