I have an option for you, but there is not a custom fit Class III or IV trailer hitch receiver made for your 1992 Cadillac Brougham de Elance.
With that said you could add a universal trailer hitch receiver like the Draw-Tite Ultra Frame Service Body Trailer Hitch Receiver # 41990-07 which has 7" mounting brackets, or the # 41990-16 which has 16" mounting brackets. Both of these options are Class V receivers with a 1600lb tongue weight rating and 16000lb trailer weight rating, and can be bolted or welded to the frame of your vehicle.
Keep in mind that even though these hitches have a high tongue weight and trailer weight rating, you will need to check the owner's manual of your Brougham to find it's towing capacity and use the lower rating between the hitch and vehicle.
To tow a trailer you will also need a vehicle wiring harness like # C59496, and a hitch ball, ball mount, and hitch pin and clip which is all included in the etrailer Ball Mount Kit # 989900.
