Question:
Hi, I’m told by a local installer here is San Francisco that the Curt 11367 hitch is the product i need for my car. I want to use a lightweight platform style Sherpa Bike rack for 2 bikes with the hitch. Is my information correct? And do I need the added stabilizing straps?

Yes, the Curt Trailer Hitch Receiver - Custom Fit - Class I - 1-1/4" # C11367 is the hitch you need for your 2016 BMW 328i Sports Wagon because it is equipped with xDrive. This hitch will work great for your bike rack as well as any other accessories you might want to mount with your vehicle, such as a cargo carrier.
The Kuat Sherpa rack, such as the #SH12B , includes straps on both the front and rear wheel cradles, which keeps them stable while they rest on the platform. The product is designed so that your bikes are stably installed on the rack without them coming into contact with each other. I've included a link of a video review of bikes mounted to the Sherpa on our test course so you can witness how the rack performs while the vehicle is in motion in varying conditions.
Yes, Curt recommends using straps such as the # 18050 when using the hitch for any non-trailer applications such as a bike rack, so I do recommend purchasing those as well.
