We have the Curt part # 13085 that fits your 1998 Ford Windstar. It is a Class III hitch that uses a 2" ball. It has a 400-pound tongue weight and 4000-pound towing weight capacity. This raises to 600/6000 pounds when used with a weight distribution system.
