Question:

Hello, I have a wiring harness that is hanging on the drivers side rear frame member. See picture below. Is this the trailer wiring and is there a plug and playinch adapter if so?

I cannot confirm what the harness you have pictured is for. However, it is not a trailer wiring harness.

If you'd like to add a 4-way to your 2019 Chevrolet Express Van (assuming you don't have the factory tow package, of course), then you can use the Hopkins Plug-In Simple Harness, part # 31345, that you referenced. I've linked to a video installation of this kit for you to reference. It will connect to the plugs on the driver and passenger sides in the rear of the van.

After you've installed it, if you'd like to upgrade your 4-way to a 7-way, then you can use the etrailer Universal Installation Kit, part # ETBC7. It will give you a plug for a 4-way, an outlet for a 7-way, and the ability to use a brake controller like the Tekonsha P3, part # 90195. I've linked to a video review of this installation kit for you to reference as well.
