Question:

Ridiculous question I know , but does the quantity says 2. Does this come with 2 pairs 4 legs or just 2 legs. Thanks

The Rhino-Rack Roof Rack Legs - Gutter Mount - 8-3/10" Tall - Qty 2 # RL210S2 is two legs so you will have the legs for just one crossbar with this part number. You will need to order 2 for the 4 legs for a full roof rack.

If you don't already have crossbars, you can use either Heavy Duty Square bars or Aero Vertex Crossbars with these towers. They are available in different lengths to fit your application so I've linked the page to all your options.
