I spoke with my contact at Draw-Tite and he stated that on trailer hitch # 75703 the spare tire will not have to be relocated to install the hitch. I have included a link to the installation instructions and a video from when we installed the hitch on a 1994 Ford van for you.
You will have to lower the spare tire to install the hitch but once the hitch is in place you replace the spare tire under the van.
