Hello, I have a `95 F159 4.9L with an installed frame mounted Reese hitch. Will the mounting bracket work with these or does it depend on how the frame was drilled for the hitch?

You can use the Mounting Hardware for Westin Diamondstep, Surestep and Surestep Deluxe XLT Bumpers # 92230 to install a Westin Diamondstep Bumper even with a hitch attached to the rear of the vehicle. If you check out the installation video that's attached to this answer you can see that the bumper is installed with a similar Reese hitch already installed, so you won't have any interference with the two.
With that said, the correct Westin Diamondstep bumper for your 1995 Ford F-150 can be found with part # 20000.
