is Item # F008584-2 the same as Item # F008594-2 except for the color?

Yes. The only difference between the Fulton # F008584-2 and the Fulton # F008594-2 is the color. Both of these step fenders are designed for 14" wheels. If you need mounting brackets you can use the Mounting Brackets for Trailer Fender - 13"/14"/15" Wheels - Galvanized Steel - Qty 2 # CE26098G-2 and you can add clearance lights on these fenders with the Thinline LED Clearance and Side Marker Light - Submersible - 3 Diodes - Rectangle - Amber # AL91AB (LED) or # A91AB (incandescent).
