Question:
Are the pins on the ends of these tubes only to hold them into the light fixture? No connection to ballast?

The T8 LED Light Bulb - 180 Degree - 700 Lumens - Cool White - 18" Long - Qty 2 # DI83VR as you stated only uses the wiring connection for power. The pins at the ends simply hold the tube LED in place and are not a connection point for the ballast. You can see the lights work in the attached video without even being installed in a fixture and simply using 12v power supply.
