The Curt Trailer Hitch Receiver # 13085 that you referenced is confirmed to fit your 1999 Ford Windstar and has a tongue weight capacity of 400 lbs so it should carry your chair and carrier setup that weight 375 lbs well.
You will need to check the tongue weight rating of your vehicle to determine that your vehicle has the capacity to do this. In determining the overall towing capacity of a setup you must go with the lowest rated component as the overall capacity.
Check out the installation instructions and install video I attached if you or someone you know is planning on installing the hitch.
