What hardware would I need to attach this basket to ladder rack crossbars? The bars are 2×1

The Surco Safari Rack 5.0 Cargo Basket # SPS5084-T400 that you referenced is designed specifically to mount to Thule square crossbars. Thule square bars measure 1-1/4 inches wide and 7/8 of an inch tall. If these specs match the dimensions on your ladder rack bars then the basket will work great.
If not you will want to go with a more universal basket like the Yakima OffGrid # Y07139-09 that features similar overall dimensions of 75 inches long and 49 inches wide but includes mounting hardware that can attach to just about any crossbar size/design on the market.
