Yes, the Pace Edwards JackRabbit Retractable Hard Tonneau Cover w Explorer Rails part # 311-JEC2576 is a confirmed fit for a 1995 Chevrolet C/K Series Stepside Pickup. That said, you will need to drill a few holes to mount the bed rails which is specific to stepside models. I personally love the Pace Edwards JackRabbit especially the ability to lock the cover at certain points along the bed rail.
The Explorer Rails on the Pace Edwards JackRabbit will allow you to attach a rack if you please. There are tons of options for this rack but I recommend taking a look at the Rhino-Rack Vortex Crossbar System part # RRVA180B-RRRLT600 because it's hard to beat the amount of features it has such as aero sharped bars and included locks for the price.
