The Thule TracRac SR Sliding Truck Bed Ladder Rack part # TH43002XT-610 that you are looking at is a great ladder rack though I cannot speak to how well it performs off road as Thule did not design it specifically for that purpose. What I can tell you is that Yakima has made an off-road truck bed rack the Yakima OverHaul HD Truck Bed Ladder Rack part # Y01151-5968 that is a great option for what you want to do.

I recommend this Yakima rack because they designed it as an off road rack that you can use to get all your cargo and other gear loaded on so that you can make more room in the cab and bed of your Toyota. This rack also comes with the adapter kit to install it on your deck rail system.

It has an on road weight capacity of 500 pounds and an off road weight capacity of 300 pounds. It is lower than the Thule rack you referenced but depending on how rigorous the off roading you plan to do is, you will not want much more weight than that 300 pounds anyway as that could make your truck very top heavy.
