Yes, the Roadmaster Direct-Connect Base Plate Kit # RM-523188-5 for your 2017 Buick Envision is compatible with the older Roadmaster Eagle 8000 tow bar. I confirmed this with my contact at Roadmaster.
I have attached an installation video of this on a 2017 Envision that you can check out.
For a complete flat towing setup you will need a base plate kit, tow bar, safety cables, vehicle tow bar wiring, a supplemental braking system, and possibly a high-low adapter. If you do not have all of these components just let me know and I can make some additional recommendations for you.
