What is the Blank Key Used for that Comes with the Thule Spare Me Spare Tire Mounted Bike Rack

Question:
This weekend I installed the Thule Spare Me 2 Bike Carrier that I purchased from etrailer on my Toyota RAV4. We love it - thank you for your great service! Just one question though... It comes with three keys. Two are the same, and they open the lock on the rack knob and on the regular cable lock. But the third key is different - it is flat on the edges not cut like a normal key and doesnt open any of the locks. What is the third key for? Many thanks!

The third key is actually a change key like # 853-1251 that you would use if you wanted to change the lock cylinders in the bike rack to match those on another Thule product that also uses the One Key System. It is not used for any other function on the rack.
