I’m confused by the videos provided in that one of them has the hooks covered in plastic or rubber and the other one has just the metal hooks. How will this product arrive here with the covered hooks or with just the metal hooks?

The hooks of the ShockStrap Ratchet Motorcycle Tie-Downs # 297-9RSBB-M that you referenced are not coated but this comes with straps that loop around the hooks and the motorcycle handlebars to prevent metal contact on the bike. I believe the video you referenced is actually one that covers several strap options as an overview.
I attached an install video for these straps for you to check out that shows how the strap installs on a dirt bike and carrier.
