I can’t get it to hook up to my vehicle keeps saying locked to another vehicle

That means the programmer you have was installed on a different vehicle and wasn't returned back to stock before you got it. These can only be programmed to one vehicle at a time, so you'd have to track down the original vehicle the programmer was used on, return it back to stock, and then you'd be able to program your current vehicle.
The reason the programmers are designed like this is so that one person couldn't buy a programmer and then tune all of his buddies' vehicles with it.
The newer models like the # EP96TR do have the availability for you to purchase an additional vehicle license so that you can tune to multiple vehicles simultaneously. You will need to contact Edge regarding this process.
