What is the MAX Running PSI these wheels are rated at? If the Wheel is marked MAX PSI 110 does that indicate you can run your Cold Inflation Pressure at 110psi, knowing that sometimes the actual psi while running on a hot day may be over 110psi? Picture is of markings on Jaguar wheel Thanks

The HWT Aluminum Hi-Spec Series 03Mod Wheel # AM22657 that you referenced doesn't actually have a listed maximum pressure rating. We have reached out to HWT in the past regarding this particular wheel and they have told us that it's essentially rated for the max psi of whatever tire it's designed to accept (in terms of size).

Typically it's not the trailer wheel itself that limits the psi, but the valve stem that is used. For example you can simply add # AM20906 to the wheel, which is rated for over 100 psi.

If there is a maximum psi listed on the wheel then this indicates the maximum cold inflation pressure. You are right that the psi will technically increase as the tire warms up with increased rotations but you don't need to worry about this - the wheel manufacturers take this into account when listing a max pressure. This also applies to the max psi that will be printed on the tire's side wall.
