Can this support a dirt bike?

To put it simply, no. You're not going to be able to carry a dirt bike in any manner using your 2017 Hyundai Veloster.
Because of the limited tongue weight capacity of the Curt Trailer Hitch Receiver # C11254 you wouldn't be able to use a motorcycle carrier like the etrailer # e98873 to carry a dirt bike. This Curt hitch has a tongue weight rating of 100-lbs, which is the amount of weight that the hitch can handle pressing down on it, to put it simply. Because of the limited tongue weight capacity you wouldn't be able to carry a dirt bike on a hitch mounted carrier. I also checked the owner's manual for this vehicle and Hyundai does not recommend trailer towing with this vehicle, so that is also not an option.
