What does the blue wire connect to?

The blue wire on the Tekonsha Custom Wiring Adapter for Trailer Brake Controllers # 3065-S connects to the brake wire of the same color on your PowerStop 500-PS controller. The rest of the wires connect as follows:
Ground - White on adapter - to - White on controller
Stoplight - Red on adapter - to - Green on controller
12V Battery - Black on adapter - to - Red on controller
You will be left with an orange and a black wire on the brake controller. These can be taped off and away as they are optional functions (reverse stoplight override and illumination) not seen in modern brake controllers.
Since PowerStop is no longer in business and the controller you're installing is probably a good 10-15 years old, a good option when it's time to replace it is the Brake EVN # TK63VR proportional controller which is a nice upgrade from a time delayed controller like the 500-PS.
