The Tandem-Axle Trailer Hanger Kit, # APT9, is designed for a double-eye leaf spring setup which typically utilizes springs for 2,000 to 7,000 lb trailer axles, or up to 3,500 lbs for each spring, see link. The hanger kits are not given a capacity rating because they are designed to work with all of the springs that are sized correctly to work with the hangers.
If your application is for trailer axles that are rated higher than 7,000 lbs capacity, you would need to go with a slipper spring setup. In the case of the slipper spring setup, the correct hanger kits are determined by the width of the slipper spring they will be used with. The wider the slipper springs are the heavier their capacity will be and the hangers that work with that width spring are built heavier to accommodate the added capacity of the springs.
I added a couple of links with information on double-eye and slipper spring trailer suspensions that you may find helpful also.
