Will the PS1040100 cargo carrier allow the rear door of my Toyota FJ Crusier to operate when empty? clearing the bottom edge of the door and the top of the carrier between the rear tire to the edge closest to the hitch?

I believe I have a solution for you but most likely the 32x48 Pro Series Solo Steel Cargo Carrier # PS1040100 that you referenced would interfere with your door opening due to the 4 inches of rise the shank has.
You should check out the etrailer Hitch Cargo Carrier # e98874. I has a 19-1/2" distance from the hitch pin hole to the carrier and has a tilting feature.
