To tie down the etrailer Cargo bag, part # 988501, inside your truck bed I would recommend to inspect the inside of your truck bed and see if there are any tie-down points or hooks located at the front, back and/or sides of the truck bed. On many of the newer trucks they will usually have tie-down points located in the truck bed to tie-down any cargo.
You could use the straps that come with the cargo bag or you could also use a truck bed cargo net that will tie-down and trap or hold your cargo bag to the truck bed. I am including a link to different types of truck bed cargo nets. You will just choose the cargo net by the size you would need.
Another item to look at that might also help tie-down the cargo bag is a cargo bar that will hold the cargo bag in place in the truck bed and allow you to strap the bag to the cargo bar. I am including a link to the different types of cargo bars that might work for you.
