Is there a system to mount a 31inch spare tire and off road lights to this rack? Thanks

I have a possible alternative, but there is no spare tire carrier or off-road light bracket specifically designed for the Thule Roof Cargo Basket, # TH859XT.
You may be interested in the Yakima LoadWarrior Roof Basket, # Y07070, that will mount to Yakima, Thule and most factory crossbars with the Yakima Mounting Brackets, # Y07064. You can use the Spare Tire Carrier, # Y07076, and the Light Mounting Brackets, # Y07075. I have linked the installation instructions and a demonstration video for you to check out.
