What Are Dimensions of U-bolts of Replacement Mounting Hardware # CTC-18PARTS

Question:
I am wanting to attach an old Thule cargo carrier to my vehicles. The current bracket is 2inch wide, which is 1/2inch too short. I need a 4inch bracket in order to both fit the holes in the carrier and clear the crossbars. How wide is your product? I attached a picture that has the dimensions of the u-bolts that come with the # CTC-18PARTS. The inner width is 3-3/4 inches.
We have the Thule # TH09243 which is 4 inches wide and 2 inches deep.
