I have a two questions I am not finding answers to on your site. Thanks in advance for any help. Can I open the back of my 99 Honda CR-V with the bicycle on the rack? Would I have to remove the rack in order to use my spare tire?

If you need to access the rear cargo door area of your 1999 CR-V with bikes loaded I have a solution that will work for that but you can't open the rear door of a vehicle with a spare tire mounted bike rack installed. The hinges of the door aren't rated for the extra which means you could damage them.
You'd have to go with a hitch mounted bike rack that can swing out like the SportRack Ridge Swing part # SR2415 which can swing out and away from the rear of a vehicle with bikes loaded to give you complete access to the rear cargo area.
You'll need a hitch installed on your CR-V too like the 2 inch Curt part # 13314 which will work great with the rack and your vehicle as it was custom fit for it.
