Will these latches fit a 2003 ford250 super duty?

The Replacement Latch Kit # 1085 that you referenced is designed specifically for the Stromberg Carlson 100 Series 5th Wheel Tailgate # VGT-70-100. Unless this is what you have installed on your Ford F-250 this latch kit won't work.

We do not have any OEM replacement latches available for your truck but if you are considering replacing the tailgate altogether with a 5th wheel model like the above-mentioned unit I recommend the Stromberg Carlson # VG-97-4000. This is an extremely nice tailgate with a convenient cutout that allows you to easily to a 5th wheel or gooseneck trailer and a glass-filled black composite frame for a sleek and durable design. It can also be locked with the included latch and keys.
