What would be the best and safest method to tie down a 32foot ladder? Does it come with ant extra uprights to tie them down to 2013 Ford F-250 and F-350 Super Duty

The Thule Xsporter Pro Truck Bed Ladder Rack - Aluminum - 450 lbs - Black # TH500XTB you referenced is a great start, but a 32 foot ladder will require additional support. I recommend also adding the Malone Axis Truck Bed and Roof Load Extender for 2" Hitches - 375 lbs # MPG907 or the Erickson Big Bed Junior Load Extender for Truck Bed or Roof - 350 lbs, # EM07605 to give you additional support on either the front or back of your vehicle. Ideally for a 32 foot ladder you would have both.

For your 2013 Ford Super Duty, you would need the Draw-Tite Front Mount Trailer Hitch Receiver - Custom Fit - 2" # 65061 which will bolt right up.

Then for tie-downs I recommend the Cam Buckle Cinch Straps # E98876-4. This will give you one tie-down strap for each bar location. With that length of ladder you will still need to follow local laws for oversized load lengths.
